In October 2022, Gov. Glenn Youngkin announced a goal of building a new nuclear reactor in Southwest Virginia within the next 10 years, setting off a flurry of excitement among local economic development officials and outrage among local residents who are concerned about the health and safety risks of nuclear power.
At the heart of Youngkin’s effort is the question: Is the governor allowed to do this? The answer is no, and Appalachian Voices, along with a number of our partner organizations represented by the Southern Environmental Law Center, are going to court to enforce the law.
Today, Virginia’s Air Pollution Control Board decided to remove the state from the Regional Greenhouse Gas Initiative. In a 4-3 vote, the board carried out the wishes of Virginia Gov. Glenn Youngkin, who has targeted RGGI since taking office.

The announcement comes as a surprise to many key stakeholders in the region, and no local citizen groups were informed about the governor’s visit — nor have any been invited to participate in the planning of the location and development of the new energy infrastructure.
