I am writing to express serious concerns about the proposed U.S. Forest Service rule entitled “Project-Level Predecisional Administrative Review Process” (Docket ID No. FS-2026-0001-0001).
The proposed rule would eliminate the requirement that notices about public comment periods be posted in local newspapers, and would instead require only that they be posted on the U.S. Department of Agriculture website. Many rural areas still lack reliable access to the internet, and local newspapers provide a critical source of information, including these notices. By making this change, the agency is restricting the ability of these individuals to provide input on projects that could impact them.
The proposed rule would also dramatically limit the window of time that individuals have to comment on proposed projects, from 30 days to 10 days for environmental assessments and from 45 to 20 days for environmental impact statements. The current timeframes are already very short, and the reduced windows would make it nearly impossible for individuals to learn about a proposed project, understand how it might impact them or their community, and submit a comment letter expressing any concerns they may have.
