Proposed Agenda

Desired Meeting Outcome:

• Prepare attendees to have an impact during the upcoming legislative short session by building:

  • Consensus for a set of guiding principles regarding wind development for western North Carolina

  • A strong coalition of support for responsible commercial wind development in western North Carolina

Meeting Objectives:

• Understand the interests and concerns of each party regarding wind development;

• Share information about the opportunities for wind and protecting environmental resources (including view sheds); and

• Identify next steps that can be taken collectively, or within your stakeholder group, to prepare for and have an impact on the legislative session.

9:00 - 9:15 Welcome, Introductions, and Meeting Overview

• Welcome- Director, Catawba College Center of the Environment

• Introductions, overview of agenda and meeting objectives, and meeting materials - Paul De Morgan, RESOLVE

9:15 - 10:00 Sharing Stakeholder Interests

• Opportunity for each stakeholder represented at the table to provide their perspectives on wind and implications of the ban and what they hope to accomplish in meeting/legislative session

• Questions and discussion

10:00 - 11:00 Background Presentations

• Wind energy resources and potential opportunities -TBD

  • Protecting the resources

  • Impacts on local government, tourism, property values, environment

• History of the legislative process (including Ridge Law and more recent legislative action) - Steve Wall, NC Department of Environment and Natural Resources

11:00 - 11:15 Introduction to Guiding Principles

• Initial presentation of draft guiding principles

• Proposed uses

11:15 - 11:30 Break

11:30 - 12:15 Initial Reaction and Discussion of Guiding Principles

• Provide initial thoughts on the principles and how they can be used

• Building a campaign in 20 days

  • What steps are needed to prepare for the legislative session?

  • What resources are necessary?

  • What messages should be emphasized?

  • What are the difficult questions that need answers?

  • Who are the spokespeople?

12:45 - 1:30 Breakout Sessions

• Discuss content of the principles and implications to each stakeholder group

• How would/can this tool be utilized in preparation for and at the legislative session to accomplish objectives?

• What commitments can individuals offer?

1:30 - 1:45 Transition Back to Plenary

1:45 - 2:45 Finalization of Guiding Principles

• Brief review of breakout session results

• Discussion on language and use of the principles

• Determine who can sign on to the Guiding Principles today

2:45 - 3:15 Implementation

• What will success look like?

• What will it take to be successful?

• What are the hurdles for implementation?

• What commitments will be needed from whom?

• Develop schedule for implementation of necessary actions

3:15 - 3:30 Agreements, Next Steps, and Acknowledgements

• Confirm agreements
