Last year, the Office of Surface Mining Reclamation and Enforcement released its long-awaited draft of a new Stream Protection Rule regulating surface coal mining activities in and around waterways.
Securing the strongest rule possible is an incredibly important step towards ending mountaintop removal coal mining in central Appalachia. If done right, the final rule could safeguard streams and people by reining in the ravages of this mining practice.
However, the coal industry is trying to run out the clock. If they can delay the completion of the rule until after the Obama administration leaves office, they may be able to kill it, regardless of who the next president is.
